Trade Union Adviser.

I welcome early appointment of an officer with trade union experience on usual 3 years probation. Duties would be primarily those of a Trade Union Adviser but officer selected may be required to undertake any other work in connection with labour matters for which he is qualified, e.g. work in connection with workmen's compensation.

2. I would prefer not to grade this post as Deputy Commissioner of Labour. Deputy Commissioner must be a senior officer with knowledge and experience of the Colony and of Chinese, who will act as Commissioner during the absence of substantive holder. It would be inexpedient to offer this post to an officer on first appointment although no reason why Trade Union Adviser should not be eligible for post of Deputy Commissioner of Labour at some future date.

3: I prefer to avoid use of title "Trade Union Adviser" which implies a special post with restricted responsibilities, and to appoint him simply as a Labour
